本次賽事為期四天，共設計數賽、花樣扮演賽兩個項目，并以個人賽、雙人賽，按全盲組、聽力組、視力組、智力豪宅設計組、低視組五個小項分組，共有21支隊伍參賽，運動員（193人）、領隊、教練及任務人員共計267人，設置20個競賽項目。

據悉，此次參與殘特奧會惠州代表隊重要由惠州市特別教導學校選拔運動員所組成，包括了9名聽力障礙運動員、2名視力障礙運動員，以及3名智力障礙類型運動員。

為備戰本屆殘特奧會，在廣東省殘疾人聯合會、惠州市殘疾人聯合會及惠州市特別學校支撐下，隊伍聘請了經驗豐富的教練，并與學校體育教師一起配合，對運動員進行了為期三個月的系統集訓，完美的訓練體系和技術支撐顯著晉陞了隊伍的整體實力。
